In October 2003, the Capital Investment Entrant Scheme ("Scheme") was launched by The Government of the Hong Kong Special Administrative Region. The objective of the Scheme is to facilitate the entry for residence by capital investment entrants who make capital investment in Hong Kong through permissible investment asset classes but would not be engaged in the running of any business here.
Capital Investment Entrant Scheme Requirements
Eligible Applicant*
Foreign nationals (except nationals of Afghanistan, Albania, Cuba and the Democratic People's Republic of Korea)
Macao Special Administrative Region residents
Taiwan residents
Stateless persons who have obtained permanent resident status in a foreign country with proven re-entry facilities
Chinese nationals who have obtained permanent resident status in a foreign country

To meet with the needs of individual clients, we provide clients with referral services by referring clients to immigration consultants and solicitors which assist clients in the application for permanent resident status in a foreign country and immigration procedures.
Eligibility Criteria
Aged 18 or over on the date of application
Absolute beneficial entitlement to assets with market value of not less than HK$10 million Net throughout the two years preceding the date of application
Has invested within and thereafter throughout the period beginning six months before lodging the application or has invested within and thereafter throughout the period beginning six months after Approval-in-Principle has been granted not less than HK$10 million Net in permissible investment assets
Has no adverse immigration record and meets normal immigration and security requirements
Permissible Investment Asset Classes
Equities-shares of companies that are listed on the Hong Kong Stock Exchange and traded in Hong Kong dollars
Debt securities denominated in Hong Kong dollars
Certificates of deposits denominated in Hong Kong dollars
Subordinated debt denominated in Hong Kong dollars issued by authorized institutions
Eligible collective investment schemes (subject to the latest announcement by the Immigration Department)

Annual Service Charges
HK$10,000
First year annual service charges waiver to China Merchants Bank's clients who acquire the service for Asset Reporting Agency of Capital Investment Entrant Scheme on or before 31 Dec 2012.
Example: China Merchants Bank's clients acquire the service for Asset Reporting Agency of Capital Investment Entrant Scheme on 1 June 2012, the first year annual service charges will be exempted from 1 September 2012 to 31 August 2013 once the formal approval has been granted (assumed to be 1 September 2012).
Payment Date
First year annual service charges should be paid after the formal approval has been granted, and every subsequent annual service charges is payable within 14 days after each anniversary.

In any event, if the client or we shall terminate the relevant agency appointment, any service charges paid by the client will not be refunded.
If the client is in arrear of any fee, we may at our discretion terminate the relevant agency appointment without any notice to you. We are not responsible for any losses suffered by the clients as a result of our termination.
First year annual fee waiver is valid till 31 December 2012.
